Jose Bilbao

Jose Bilbao currently serves as the Chief and Program Manager of the Rio Puerto Nuevo Branch in the Programs and Project Management Division for the U.S. Army Corps of Engineers (USACE), Caribbean District (SAA). Mr. Bilbao leads the PM team responsible for management of the Rio Puerto Nuevo Flood Risk Management Project in San Juan, Puerto Rico, the capital and business center for the Island. This project encompasses 13 separate contracts totaling over $1.5 Billion, as authorized, 100% federally funded under the Bipartisan Budget Act of 2018 to address damages from Hurricanes Harvey, Irma and Maria. The project includes the construction of over 7 miles of channel improvements and over 20 bridges including 4 major bridges. Mr. Bilbao began his career with USACE, Jacksonville District in 2009 in the Waterways Section, Design Branch in Engineering Division. Over the course of the next 15 years, he worked within Engineering Division, Operations Division, Construction Division and Programs and Project Management Division. He gained extensive knowledge in the Navigation and Coastal Storm Risk Management Business Lines, having designed, constructed and managed many of the projects in the Jacksonville District Area of Responsibility. Jose holds a Bachelor of Science in Civil Engineering from Florida International University (FIU) in Miami, FL; and is a registered Professional Engineer in the State of Florida. He is also a registered Project Management Professional (PMP). He completed the 2016 Jacksonville District Leadership Development Program.
